Known professionally as Devon Russell, he was a Jamaican rocksteady and reggae singer and record producer who recorded between the 1960s and the 1990s, both as a solo artist and as a member of The Tartans and Cultural Roots.

Devon Barrant Russell was born on 6 August 1948 in Kingston, Jamaica, the son of Benjamin Russell (b.1912) and Adeline Russell née Young (1931-1984).

On 12 February 1987 he married Arden L. Fyffe in the Hackney registration district, Greater London and they had two daughters: Kiesha Quasheba G. Russell (b.1987) and Akilah Nefertiti Russell (b.1989).
