The building behind is the former Air Ministry.  We thank Jamie Davis for finding this link to the British Pathe news film of the unveiling.  Laid into the platform are four bronze badges, anti-clockwise: RAF, RSF, Met Police, WAFF.  They are rather fine so we have treated each one as a memorial.
