2021: We were contacted by Sarwar Ahmed who wrote "The information you hold is incorrect as the artwork was not designed by Tower Hamlets College students. This was designed by myself. Please can this be corrected."

The 'prison bars' are presumably there to protect the mural from graffiti artists.
