We guess the date on the plaque is her date of death and that she may have been associated with Islington Council. Beyond that we have no information... until ...

2015: Via Facebook we were kindly contacted by Richard Allen who knows through a friend that Vivien Punter was a manager at Islington Council and that she was sadly killed in a car crash.

2019: Our colleague Andrew Behan has kindly researched this woman: Vivien Rosemary Punter was born on 21 April 1960 and her birth was registered in the district of St Albans, Hertfordshire. In 1983 she married Robert D. Barr in Hackney. She was a manager at the London Borough of Islington and lived at 61 Watermint Quay, Craven Walk, London, N16 6DN. She died, aged 33 years, on 30 August 1993 in a road traffic collision in West Northumberland.

Andrew informs us that Punter has an unusual probate record in that it gives both her married and unmarried names: "Barr, Vivien Rosemary or Punter, Vivien Rosemary of 61 Watermint Quay, Craven Walk, London, N16, died 30 August 1993. Probate Oxford 13 December 1993. Not exceeding £125,000". Andrew suggests that perhaps she left a will in her unmarried name.
