Timothy Leigh Hawkins was born on 14 November 1973 in Launceston, Tasmania, Australia and attended Geilston Bay High School in Tasmania.

An enthusiastic rower he represented Tasmania, winning the Australian Junior Double Sculls Championship in 1991. He progressed to represent Australia in the Double Sculls in both the Under 23 and the Senior Rowing Championships.

He retired from competitive rowing when he was aged 23 years and obtained an Honour degree in Law at the University of Tasmania. 

He was killed, aged 28 years, on 12 October 2002 by a terrorist's bomb in Bali, Indonesia.
