Bernard Joseph Brown was born on 27 February 1916, his birth being registered in the 2nd quarter of 1916 in the Brentford Registration District, Middlesex (now Greater London).

He married Vera Douglass (1914-1999) in the 3rd quarter of 1939 in the Brentford Registration District and in the 1939 England and Wales Register they are shown as living at 7 Marlborough Avenue, Ruislip, Middlesex (now Greater London) where he is described as a surveyor, architect and estate agent.
During World War Two he was commissioned in 1941 a Second Lieutenant in the Royal Artillery before taking up a Staff College post as a Captain.
Electoral registers from 1951 to 1955 show him and his wife listed at 7 Brickwall Lane, Ruislip, whilst telephone directories from 1954 to 1946 show his company B.J.Brown and Partners were trading at 25 Victoria Road, Ruislip, from 1962 to 1966 at 97 Victoria Road, Ruislip, from 1968 to 1973 at 11 Pembroke Road, Ruislip and from 1975 to 1981 at 89 High Street, Ruislip.
As the Chief Commoner in the City of London, he was appointed as a Commander of the Most Excellent Order of the British Empire, Civil Division (CBE) in the 1982 New Year Honours List.
He retired to Sussex and electoral registers in 2003 -2004 show him listed at Flat 1, Lunsford Manor, Ninfield Road, Bexhill-on-Sea, TN39 5JJ. He died, aged 96 years on 13 October 2012.
