The two plaques are on the building behind the statue.

2019: Londonist reported that this hospital is going "About To Undergo A Stunning Renovation" and they give some history too. Then IanVisits posted photos of the statue moved, from the small courtyard north of Stepney Way, to a modern arcade just south of the hospital's Stepney Way Entrance.
