Plaque

Cesar Picton

Inscription

{Beneath the Royal Borough of Kingston upon Thames logo:}
Cesar Picton, c.1755 - 1836, a native of Senegal, West Coast of Africa. Brought to England in 1761 as servant to Sir John Philipps of Norbiton, Kingston upon Thames, later a coal merchant and gentleman, lived here, 1788 - 1807.

The (lack of) punctuation on this plaque makes it easy to misread.
