When placed in a triangle an eye represents the masonic Eye of Providence, but there is no triangle here and anyway, this is not a freemason's lodge. Preston is in Lancashire, where the Independent Order of Mechanics was founded.

Ancient Hackney discusses this building and the Independent Order of Mechanics but with little enlightenment.
Maps show that the building came into existence between 1871 and 1893, almost certainly as a domestic dwelling. The shape of the plaque suggests that this was not its original location.
