Neil James Cudmore was born on 28 February 1962 and his birth was registered in the Greenwich registration district. He was the eldest of the three sons of James Cudmore and Sheila Cudmore née Murphy.

He was the marketing director for the Risk Waters Group and whilst working in Hong Kong, where he was posted in 1996, he met Dinah Webster, who was their advertising director. In January 2000 they were both moved to the company's New York offices and in July 2001 they had purchased a house in Port Washington, Long Island, New York. The week before the terrorist attack they announced their engagement in Las Vegas, Nevada. They also owned a house in Netherbury, Dorset, and had planned to get married in 2002.

He died, aged 39 years, whilst they were both attending a Risk Waters Group conference that was being held on 11 September 2001 at 8.30am in the Windows on the World Restaurant on the 106th Floor of the North Tower, 1 World Trade Centre.
