Lilian Charity Jacob was born on 9 January 1908, one of the nine children of James Henry Jacob (1874-1935) and Elizabeth Jacob née Lock (1878-1959). Her birth was registered in the 1st quarter of 1908 in the Bethnal Green Registration District, London.
On the 1911 census return form completed by her father she was shown as aged 3 years and living in four rooms in 52 Auckland Road (later renamed as Zealand Road), Bethnal Green, London, with her parents and four of her surviving siblings: George Edward Jacobs (1901-1966) - at school; Elizabeth Alice Jacob (1903-1958) - at school; James Henry Jacob (1906-1977) and John David Jacob (1910-1972), together with a female boarder. Her father described himself as a fishmonger and claimed that his wife had given birth to seven children of which five were still alive.
On 3 January 1912 both she and her brother, James Henry Jacob were baptised at St Barnabas Church, Grove Road, Bethnal Green, where in the baptismal register her date of birth was confirmed, that the family were still residing at 52 Auckland Road and that their father was now a carman.
The 1921 census return form that was completed by her father on 19 June 1921 shows her as aged 13 years, 6 months and in wholetime education. She was still residing in four rooms at 52 Auckland Road, London, E3, with her parents and six of her surviving siblings: George E. Jacob - a shop assistant employed by Pryke & Palmer Ltd, builder's merchant at 40-41 Upper Thames Street, London; Elizabeth A. Jacob - a shirt machinist employed by Ryland's & Co, shirt manufacturer, Bethnal Green Road, London; James H. Jacob - a greengrocer's assistant employed by a Mr Dyer at 65 Chisenhale Road, Bow, London, together with John D. Jacob, Frederick Jacob (1912-1987) and Albert Charles Jacob (1917-1999) who were all in wholetime education. Her father described himself as a carpenter's mate employed by Wills & Co at Chadwell Heath and his wife as an out of work general cook who had last been employed at The Blue Coat Boy public house at 5 Norton Folgate, London.
Electoral registers in 1930 list her as still residing with her family at 56 Auckland Road.
On 15 April 1932 she embarked at the Port of London aboard the S.S. Ballarat of the Peninsular and Oriental Steam Navigation Company bound for Malta. She is shown on the ship's manifest as Miss Lilian Charity Jacob, aged 24 years and a clerk, travelling in a 3rd class cabin. She returned to England aboard the same vessel having embarked at Malta and arrived in the Port of London on 21 July 1933. She was shown on the ship's manifest as Lilian Say, aged 25 years and a housewife, travelling 3rd class and advising that her permanent address would be 52 Auckland Road, Roman Road, Bow, E3.
Electoral registers in 1938 list her and husband William Walter Say (1905-1944) at 17 Zealand Road, Bethnal Green. In the 1939 England and Wales register she is shown as an invoice typist clerk living at 17 Zealand Road, Bethnal Green.
Her husband was a Gunner in the Royal Navy and died on 28 November 1944 in the Royal Naval Hospital, Chatham, Kent, suffering from a carcinoma of the stomach. Probate records confirm their address to have been 17 Zealand Road, Roman Road, London, E3 and that when she was granted probate of her husband's estate on 21 February 1945, his effects totalled £422.
Her death was registered as aged 51 years, in the 3rd quarter of 1959 in the Bethnal Green Registration District. Probate records confirm that her address remained as 17 Zealand Road, Bethnal Green and that she died on 6 August 1959 at the Bethnal Green Hospital, London, E2. Administration of her estate was granted on 21 October 1959 to her brother, Albert Charles Jacob, who was a furniture salesman. Her effects totalled £1,509-0s-7d.
She is shown as 'MRS L•C•SAY' on the foundation stones at both James Middleton House, Middleton Street, London, E2 and at Stafford Cripps House, Globe Road, London, E2.
