Born Wiltshire. His daughter, Anne married the Duke of York, who eventually became James II. His son was Henry.

Close to Charles II even before the Restoration he was appointed his Chancellor of the Exchequer but by 1667 he had lost favour and retreated to France, where he died, at Rouen.
