In our photo the plaque is lost behind the small newly-planted tree. It's now on a brick upright (whose only function is to display the plaque) at the wheel-chair access ramp.  We imagine the plaque was originally laid into the wall, as is normal with foundation stones.

The building was opened in 1962 as a hall of residence for University of London students, which it still is today.

The exterior walls are studded with shields, each representing a country.  Caroline's Miscellany has photographed them.
