The birth date given here differs with that on the Oxford Dictionary of National Biography: 12 June 1873.

Wikipedia helps us identify the "J. Partridge" and the sculptor. Both Dawson and Pibworth lived nearby, Dawson at the house with the plaque.

This item was in a very poor state but fully restored shortly before Christmas 2013. Hilda Kean has a photo showing it with just the base.
