Formed under the London Government Act 1963, by the merger of the Municipal Borough of Mitcham, the Municipal Borough of Wimbledon and the Merton and Morden Urban District, all formerly within Surrey.
Worked for the Royal Arsenal Co-operative Society. Was Assistant Secretary to a building committee in 1900 and Secretary in June 1912.
The plaque fails to give the year of the Second Congress - it was 1847.
