Percy C. Simmons

Major Sir Percy Coleman Simmons was a a solicitor and local politician.  Simmons and Simmons was the legal partnership with his brother, Edward. Served in WW1. A member of the London County Council 1907-38, serving on various committees. 

Chairman of the Fire Brigade Committee in, at least 1914-15. Chairman of the LCC 1921–22 and knighted in 1922. Chairman of the Improvements Committee in 1932.

Apparently there is an obituary in The Times. 20 September 1939. p. 10.

This 1922 painting is captioned at source (City of London Corporation): "Sir Percy Coleman Simmons (1875–1939), Mayor; Richard Jack (1866–1952); Guildhall Art Gallery". That claim, that Simmons was 'Mayor' is the only reference we can find to this achievement so we think it may be a mistake.
