She was born as Ingrid U. Mustoe and her birth was registered in the second quarter of 1964 in the City of London district. She was the daughter of Richard W. Mustoe (b.1925) and Ursula Mustoe. Her father was an Instrument Maker. Her parents were shown on electoral registers from 1958 to at least 1965 as living at 15 Stanley Cohen House, Golden Lane Estate, Shoreditch.
Her mother died in 2003 and electoral registers from 2003 to 2010 show her living at 5 Livingstone Road, London, N13 4SD.
