The November 1931 photo is captioned "Chimney Sweep Tom Brooks (Original Caption) Chimney sweep as mayor. A chimney sweep in Bethnal Green in east London going to his morning's work, 1931. Councillor T. Brooks, of Bethnal Green Borough Council, is to be Mayor of Bethnal Green for the coming year. He is a chimney sweep and intends to clean chimneys during his mayoral year. Photo shows: Mr T. Brooks going out for his morning's work today."

British History gives: "A.J.S. (Tom) Brooks (d. 1954), a chimney sweep who lived for 40 years in Brick Lane, was a vestryman for six years, Liberal councillor for 28, and thrice mayor."
