This almost certainly is the Leyton Urban District Ratepayers Association, who erected other plaques in the area. It had two candidates elected to the Urban District Council in 1904, and It undertook a range of activities including encouraging the planting of trees, removing children from the West Ham Union Workhouse to small homes, and persuading the Post Office, the Metropolitan Police and the Great Eastern Railway Company to upgrade local services. We are unable to find out when it was wound up.
